The bombing seems to have been carried out by the Indian Mujahideen terrorist group with the goal of derailing any peace talks between India and Pakistan.
The Terrorist group had carried out bomb blasts in the last two years across major Indian cities killing over 200 people so far, but the Indian Police authorities have not been able to nab down the culprits or the master brain behind these blasts so far.
